Upgrade from 3.1.218 to 3.8.987 Fails - Still Reports 3.1.218

Upgrade from 3.1.218 to 3.8.987 Fails - Still Reports 3.1.218 after upgrade. Tried rebooting, logging out, closing Netdrive3 - nothing works.
