Cache Use while moving files via CLI (command prompt)

Windows or Mac: Win
Windows/Mac Version: Win 10

Using the CLI to move files to a mounted Google Drive (network or local) results in the file being copied to the cache first even when “Use on-the-fly-uploading” is selected for that drive.

Does “Use on-the-fly-uploading in Explorer” literally mean we cannot use that feature via the CLI?

As you know, “on-the-fly” only works for “explorer.exe” because we cannot sure how CLI work
